President and Director of Water Resources

Jean-Francois Sabourin, M.Eng., ing., P.Eng.

Jean-Francois (JF) is recognized for his expertise in water resource engineering across Ontario and Quebec. With 40 years of experience in water resource and interdisciplinary projects, JF established his reputation through the development and employment of hydrological and hydraulic models for both private and government clients. JF’s project portfolio includes engineering and multidisciplinary studies involving urban stormwater management, flow monitoring, infiltration-inflow analyses, watershed analysis, water budget analyses, LID design and analysis, flood plain mapping and management, source water protection modelling and surface water model development and calibration. He is regularly retained for advice and input into policy and guideline development, as well as research contributions for projects undertaken by various levels of government. In addition, JF has been an expert legal witness on many occasions.

Senior Water Resources Engineer

Bryan Willcott, B.Eng. P.Eng.

Bryan is a project engineer experienced in the analysis and design of municipal infrastructure with an emphasis in stormwater management systems. Since joining JFSA in 2008, he has developed extensive experience in hydrologic and hydraulic design, modelling and analysis, employing SWMHYMO, HEC-RAS, PCSWMM, DDSWMM, XPSWMM software. Bryan has earned a reputation for his professionalism and thorough review of flood plain mapping studies, establishing confidence in municipal and Conservation Authority projects. He has extensive experience in the hydrologic and hydraulic design for urban and rural land development projects across Ontario. He also specializes in supporting unconventional subdivision projects which often require primary data collection and analysis to develop unique solutions, and extensive coordination with reviewers, consultants, and clients.

Laura Pipkins, B.Sc., P.Eng.

Laura has been a project engineer with JFSA since 2007. She is experienced in a broad range of stormwater management modelling and design, with a focus on urban development hydrology, low impact development and retrofit studies, and flood plain and watershed management. Laura has an extensive experience with hydrologic and hydraulic modelling programs, including SWMHYMO, HEC-RAS, PCSWMM, DDSWMM, XPSWMM. She has undertaken over 150 projects in municipalities across Ontario including Ottawa, the Greater Toronto Area, Peterborough, Arnprior and Carleton Place. Laura has been a key collaborator on municipal projects investigating the alignment of stormwater management guidelines and LID measures to support retrofits and in preparation for climate change policy implementation relating to surface water management.

Senior Water Resources Engineer

Jono Burnett, B.Eng., P.Eng.

Jono is a project engineer who has been working with JFSA since 2015. Jono developed his expertise in water resource management, modelling and design in Australia, the UK and Canada, using current hydrologic and hydraulic modelling programs, including, 2D HEC-RAS, SRH-2D, TUFLOW, TUFLOW FV, 1D HEC-RAS, HEC-HMS, Flood Modeler Pro, SWMHYMO, PCSWMM and XPSWMM. Jono has extensive experience in hydrologic and hydraulic design, flood plain assessments and review, along with the evaluation of urban development hydrology, channel and in-stream infrastructure hydraulics, stormwater management, Low Impact Development (LID) and SWM pond design. He has developed a specialized expertise in land use and flood plain optimization through technical modelling to address conveyance and volumetric considerations. Jono also provides technical training and supervision to field staff on topographical survey, surface water monitoring and water quality sampling.

Director of Land and Water Resource Planning

Jocelyn Chandler, B.A.InterDisc., M.PI., RPP, MCIP

Jocelyn is a Registered Professional Planner with extensive experience providing land planning advice, support and pragmatic solutions for land development and water resource projects in urban and rural environments since 2000. In addition, she specializes in the management of watercourses, aggregate resources, wetlands, flood plains and storm water infrastructure. Jocelyn has appeared on several occasions as an expert witness before provincial land planning tribunals and frequently provides advice on the development and interpretation of policy and guidelines related to natural hazards. She is experienced in nurturing complex projects from conception through the application process and implementation, coordinating multidisciplinary teams, and communicating with public agencies/authorities, developers, and consultants.

Senior Water Resources Engineer

Paulo Pickart, B.Eng., P.Eng.

Paulo is a project engineer with over 20 years' experience in infrastructure and land development, concentrating on stormwater sewer networks and surface water management. He has undertaken projects in the Ottawa region, the Greater Toronto Area and South America. After many years working as a civil engineer designing infrastructure, Paulo joined JFSA in early 2022 to focus his interest in hydrologic and hydraulic modeling, primarily using PCSWMM to support stormwater management design. His earlier experience as a storm and sanitary infrastructure designer for land development projects has provided him with an excellent ability to coordinate and integrate JFSA’s modelling services with our civil engineering clients’ needs.

Water Resources Engineer-in-Training

Oumar Daly Ndiaye, B.A.Sc., B.S., M.Eng., EIT

Oumar joined the JFSA team in 2022 bringing experience in civil engineering in the public and private sectors along with a keen interest in hydraulics. At JFSA, he is involved in hydrologic/ hydraulic analysis and stormwater management modelling, cumulative impact analysis, flood plain modelling and supporting the development of automation software.

Environmental Project Coordinator

Brennan Thomas B. A. Hons (Enviro Studies).

Brennan joined JFSA in April 2022. His work is focused primarily on interdisciplinary project management and coordination, while supporting field monitoring and data collection, GIS analysis and JFSA engineering staff. Brennan’s multidisciplinary background allows him to integrate with planning and engineering at JFSA and our specialized consulting partners, working on a diverse range of projects including aggregate proposals, water resource projects and land development applications.

Field Monitoring Lead/GIS Specialist

Matteo Petti B.A. hons (Geo/Enviro)

Matteo’s interdisciplinary experience in GIS/spatial analysis, land surveying, natural heritage surveying, and on-site monitoring in both the private and public sectors is a benefit to his role as field lead since joining JFSA in 2021. Matteo is responsible for maintaining and deploying specialized monitoring equipment, collecting on-site data, and ensuring efficient and safe coordination of the field team. He undertakes data collection, processing and analysis, prepares monitoring reports, and provides GIS support to the JFSA engineering staff. Matteo is equipped with specialized training for unique or difficult field conditions and has an aptitude for field engineering to suit special conditions. He enjoys working outside and leading a field team that values high quality field data to support many JFSA projects.

Moura Mikhaeil, M.Sc., EIT.

Moura’s work experience has focused on hydrologic and hydraulic modelling, reporting, and GIS figures and analysis since joining JFSA in 2021.

Land Planner

Tim Eisner, B.Sc. (Geo) M.PI., RPP, MCIP, LEED Green Associate

Tim has been a planner with JFSA since 2021. He has been involved in the review, development and management of land and water resource related projects and policy. Tim has provided professional land planning services for local development projects including the preparation of planning reports, planning and regulatory applications, and participated in interdisciplinary project development and implementation as well as fieldwork. In addition to his planning experience, Tim has a strong background in GIS and supports JFSA engineering staff with GIS analysis and figure creation.

Systems Administrator

Rob Taylor, BA

Rob has over 10 years of experience in networks and cloud infrastructure. He plays an integral role in developing and implementing current technologies at JFSA and JFSA Quebec.

Office and Accounting Manager

Melanie O’Brien, B.A., B.J.

Melanie’s main responsibilities since joining the company in 2007 are bookkeeping and payroll administration along with coordinating daily office operations and staff management. With a background in journalism, she also provides editing services when necessary.

Engineer

Charles Mougeot, Eng., M.Eng.

Charles’ expertise in multidisciplinary projects (sustainable development, conservation, ecotourism, building sciences and computer systems) was gained over more than 20 years of international work experience. At JFSA , Charles has been involved in the development and commercialization of the Storm Alert Service, the development of the JFSA Municipal Flood Preparedness Tool, and legal expert file support.
